Haley Vetoes Would Effect Garrison Arena, Parks

Gov. Nikki Haley unveiled Thursday 51 line-item vetoes that strike $41.1 million from the Legislature's $7.5 billion spending plan for state taxes. Her plan would cut $1 million earmarked for the T. Ed Garrison Arena and another $5 million from "unspecified" parks, tourism and recreation. The Legislature will return next week to decide whether to overturn the vetoes. Fifteen vetoes have no price tag. Others would cut:
$200,000 for the Colleton County Bookmobile
$300,000 for the Sumter Environmental Center
$50,000 for Greenwood Promise Scholarships
$1 million for the T. Ed Garrison Livestock Arena at Clemson University
$300,000 to the Department of Health and Environmental Control for air quality improvements
$25,000 to the Department of Labor Licensing and Regulation for fire suppression
$150,000 to the Division of Aeronautics for airline recruitment and retention
$2.3 million for unspecified architectural heritage preservation
$500,000 to the Department of Social Services for after-school and summer reading programs
$1.6 million for unspecified "outreach education" through the Department of Natural Resources
$100,000 for unspecified economic development through the Department of Commerce
$6.4 million for unspecified "parks, recreational and tourism revitalizations"
$100,000 for Community Development Corporations
$75,000 to the Human Affairs Commission to create more Community Relations Councils
$200,000 for the planned Osprey Village in Beaufort County for adults with disabilities
$100,000 for engineering to expand Coastal Carolina University's football stadium
$7 million for the State Aviation Fund for airport infrastructure
$1.6 million to the Department of Natural Resources for the Upper Coastal Waterfowl Project
$100,000 for a Richland County indoor swimming center
$150,000 for the networking and professional development group Leadership South Carolina
$500,000 for the South Carolina Artisans Center in Walterboro
$3 million to the Department of Parks, Recreation and Tourism for sports marketing
$5 million for unspecified parks, recreation and tourism development
$100,000 to develop driving tours of historic African-American sites
$400,000 to IT-ology for a college computing course
$350,000 to the Gibbes Museum of Art in Charleston
$380,000 to the South Carolina Military Museum in Columbia
$3 million toward a new Medal of Honor Museum in Charleston Harbor
$1 million to the Children's Museum of the Upstate
$10,000 for State Museum collections
$250,000 for the Department of Commerce's Council on Competitiveness
$100,000 for Commerce's small business development centers
$2.5 million for agribusiness development at the Department of Agriculture
$2 million for Commerce's Office of Innovation
$270,000 for the State Aquarium
$50,000 for USS Laffey at Patriot's Point
