Hanna-Westside Extension Hit by Vandalism

Someone broke into a school in Anderson over the weekend, and set an American flag on fire and trashed the place, police said. Police said about 15 firefighters responded to the Anderson School District 5 career center early Sunday.          

They found a flag on fire in the lobby, half-melted trash cans and food including flats of eggs strewn through a classroom. Police are investigating the incident that caused nearly $15,000 worth of damage.

Anderson School District 5 superintendent Tom Wilson released a statement about the vandalism:

“We are disappointed and appalled that someone would vandalize one of our learning institutions, and we are working with law enforcement officials to get to the bottom of this heinous act. I want to thank all of the first responders who reacted quickly to the alarm, and rest assured that those involved will be punished to the fullest extent of the law”

SLED to Update Technology

The State Law Enforcement Division is spending more than $5 million to overhaul its decades-old technology system and better protect massive amounts of electronic data that's critical to protecting officers and the public and keeping the judicial branch running.

Chief Mark Keel said he knew when he took the agency's helm in 2011 that it had severe technology deficiencies. But he never questioned the reliability of the agency's backup power supply — until July, when a series of power failures and computer crashes kept its database of drunken driving arrests offline for more than a month, inaccessible to either prosecutors or defense attorneys.

"We discovered a lot of things the hard way," Keel told The Associated Press. From the initial outage, "everything that could go wrong after that went wrong. Everything we tried to do — it was like playing chess — every move we made, it seemed to backfire on us."

To prevent a similar mishap, the agency is spending more than $250,000 to update and double up on its backup power system — about $100,000 has been spent so far — as it also revamps its entire computer infrastructure using money the Legislature designated last year. About $5 million worth of purchase orders went out last week.

The debacle began with a July 5 system crash, caused by an explosion in the battery backup system that's supposed to keep computers running until the generator kicks in. Keel said he's still not sure why the equipment failed, but it wasn't lightning, as the agency initially told the public. Unfortunately, he said, somebody's offhanded guess circulated around so much, it became the official explanation.

Among the lessons learned, he said, is "making sure when we tell somebody something we're telling them the right thing."

More than 10,000 Dead in Super Typhoon Hiyan

As many as 10,000 people are feared dead in one city alone after Super Typhoon Haiyan — one of the most powerful storms ever recorded — slammed into the central islands of the Philippines, officials said.

Regional police chief Elmer Soria said he was briefed by Leyte provincial Gov. Dominic Petilla late Saturday and told there were about 10,000 deaths on the island, mostly by drowning and from collapsed buildings. The governor's figure was based on reports from village officials in areas where Typhoon Haiyan slammed Friday.

Tacloban city administrator Tecson Lim said that the death toll in the city "could go up to 10,000." A mass burial was planned Sunday in Palo town near Tacloban.

Interior Secretary Mar Roxas said a massive rescue operation was underway. "We expect a very high number of fatalities as well as injured," Roxas said after visiting Tacloban on Saturday.

Reports also trickled in from elsewhere on the island, and from neighboring islands, indicating hundreds, if not thousands more deaths, though it will be days before the full extent of the storm's impact can be assessed.

On Samar Island, which is facing Tacloban, Leo Dacaynos of the provincial disaster office said Sunday that 300 people were confirmed dead in Basey town and another 2,000 are missing.

He said that the storm surge caused sea waters to rise 20 feet when Typhoon Haiyan hit Friday, before crossing to Tacloban.

There are still other towns on Samar that have not been reached, he said, and appealed for food and water. Power was knocked out and there was no cellphone signal, making communication possible only by radio.

Snow Showers Possible in Week Ahead

WYFF News 4 Meterologist Chris Justus said Saturday, that there's a chance the Upstate and mountains will see snow showers flying around late Tuesday night and Wednesday morning.

"It is too early to talk snow accumulations, but let's just start with whether or not snow will fall. As of now, I do think we have a better chance at least seeing snow." Justus said.

According to Justus, the EURO model has been fairly consistent and now the GFS agrees that the Upstate and western North Carolina could at least see snow falling Tuesday night and Wednesday morning.

Justus did point out that ground temperatures are too warm to support accumulations on anything more than grass and elevated surfaces.

Report: Clemson Top Spender of State Travel Funds

When it comes to spending money on travel, no taxpayer-funded agency in South Carolina spends more than Clemson University.

In the South Carolina Comptroller's Office's latest report on travel spending for the fiscal year ending June 30, 2013, Clemson was No. 1 with expenditures totaling more than $12.3 million. The University of South Carolina was a close second, with expenditures of nearly $11.8 million. Rounding out the top five were The College of Charleston, which had a travel bill of nearly $6.2 million; followed by the Medical University of South Carolina, which spent nearly $6 million on travel; and the South Carolina Department of Health and Environmental Control, which racked up more than $3.4 million in travel expenses.

“Even with all the new ways we have to communicate today, phone calls, emails and the Internet still can’t meet all of the needs for information-sharing among government officials and employees, which sometimes makes travel necessary. But this is an area where agencies will serve the best interests of taxpayers by limiting travel to only the essentials," said Comptroller General Richard Eckstrom.

State lawmakers also spent a fair share of taxpayer dollars on travel.  According to the report, 124 members of the House of Representatives spent almost $1 million traveling from their homes to the State House.  Forty-six state senators spent $490,933 during the same period.

East-West Parkway Officially Open for Traffic

Anderson's East-West Parkway, a stretch of four-lane connnecting S.C. 81 with Clemson Boulevard officially opened today with music, speeches and a ribbon cutting celebrating the road and bike/walking path's officially being put into use.

The road, which began as a two-lane in 2009, was later widened and plans added to connnect the walking trails from AnMed's North Campus with the Anderson Civic Center.

First Whig Party Candidate Elected in 157 Years in Pa.

A Pennsylvania man says he has become the first member of the Whig party in more than 150 years to be elected to political office in Philadelphia.

Robert Bucholz was elected Tuesday a Judge of Elections in the Rhawnhurst neighborhood as a Whig, by a relatively overwhelming vote of 36-24, Philly.com reported Wednesday.

The Whig party was founded in America in 1833, but died out after it split over the issue of slavery in 1856.

Resurrected as the Modern Whip Party about five years ago, it drew Bucholz's attention because of its focus on seeking consensus, not rigid ideology, he said.

"The political tone turned nastier and I didn't identify with either Republicans or Democrats," he said. "The time for a third party that can broker consensus is long overdue."

As a Whig official in a city noted for its "electoral dishonesty," Bucholz said, "I am an honest broker in administering elections."

Reminder: East-West Parkway Opens Today

After long delays and tweaking the East-West Parkway will officially open today at 11 a.m. with representatives from the South Carolina Department of Transportation, Anderson County, the City of Anderson, the Anderson County Legislative Delegation and the Anderson Area Transportation Study (ANATS) Committee officiating.

Bicycle clubs, running clubs, a color guard and the Hopewell Fire Department are among those scheduled to partcipate.

Finishing Well: Billy Graham's Legacy

There are many things that a grandfather can leave for his grandson. For instance, the grandson may carry his grandfather's looks, legacy or worldview. He may even receive his possessions.

For me, when I sit and contemplate my grandfather, Billy Graham, I think that one of the greatest gifts he has given me in his twilight years is something more subtle. He's given me a lesson.

In Paul's second letter to Timothy, he writes an inspirational sentence that most of us know well: "I have fought the good fight, I have finished the race, I have kept the faith." (2 Timothy 4:7, ESV). I can't help but think about that verse when I think about my grandfather.

You see, this wonderful and godly man who turns 95 today – not just loved by me, his grandson, but loved by so many around the world –is constantly teaching me an amazing lesson, and that lesson is how to finish well.

For six decades he traveled the world telling people in 185 countries and territories across six continents about the love and hope that can be found in a relationship with Jesus Christ. Over the course of his ministry, marathons of preaching blended together to the point where he was on the road for months at a time. He'd hold events that lasted week-after-week, just to pick up and begin another outreach soon after.

My grandfather did all of this for one simple reason: he had a love and a burden for people, and has always desperately wanted them to know the same hope for eternity that he has. 

About eight-and-a-half years ago, in June 2005, my grandfather held the last of his iconic Billy Graham Crusades. At 86 years of age, he took the stage on three blistering hot days at Flushing Meadows, N.Y., to preach his final event.

He could have gone home after that and spent his remaining days contemplating a life well spent. Maybe – if his body was strong enough – he could have returned to some of those distant locations where he preached as a younger man, but this time for leisure and enjoyment.

But he's never really done either of those things. Why? It's because that burden and burning that God put in his heart more than a half-century ago still rages today. Though his body has weakened, his passion for the Gospel has not.

For this reason, after his "retirement," he has gone on to preach at a couple of my father's events (including one in New Orleans following the tragedy of Hurricane Katrina); he has written multiple books; and he has prepared a new message to share. This message, titled "The Cross," has already been recorded and is being released today as the focal point of a massive ministry outreach called My Hope America with Billy Graham.

To me, my grandfather's urgency to preach the Gospel one more time to a lost and dying world is the definition of "finishing well," and it's such a blessing and lesson.

While many of us know the verse I mentioned above, it's also worth looking at the verses surrounding it, 2 Timothy 4:6-8 (ESV). "For I am already being poured out as a drink offering, and the time of my departure has come. I have fought the good fight, I have finished the race, I have kept the faith. Henceforth there is laid up for me the crown of righteousness, which the Lord, the righteous judge, will award to me on that Day, and not only to me but also to all who have loved His appearing."

One day my grandfather's "time of departure" will come. Until then, we're cherishing him and the lessons he continues to teach us. He's fighting the good fight, he's finishing the race, and he's keeping the faith. He's ready for eternity. He's finishing well.

HHS Awards $1.5 for S.C. Health Centers

The U.S. Health and Human Services Secretary Kathleen Sebelius on Thursday announced $1,557,370 in grant awards to support two new health center sites in South Carolina.

One is Care net of Lancaster and the other is St. James-Santee Family Health Center Inc. in McClellanville.

These funds, made available by the Affordable Care Act, will help care for approximately 8,873 additional South Carolinians by establishing new health center service delivery sites. Nationwide, 236 health center programs will receive approximately $150 million in grant awards to serve more than1.25 million additional patients.

Community health centers work to improve communities’ health by ensuring access to comprehensive, culturally competent, quality primary health care services.

“We remain committed to providing more South Carolinians with the quality patient-centered care they deserve,” said Secretary Sebelius. “South Carolina health centers are key partners in the implementation of the Affordable Care Act, and new health center sites will increase access to those who need it most.”

Exclusive: Judge Rejects County's Request to Reconsider Preston Ruling

A source in the office of Judge Roger L. Couch indicated to the Anderson Observer on Monday that the judge has rejected the Anderson County Council’s May motion for reconsideration in the case of the county’s loss on all counts concerning the lawsuit against former Anderson County Administrator Joey Preston.  

While Judge Couch “is still working on a few minor matters concerning the case,” the source said the request by Anderson County Council was “past reconsideration.” When asked for clarification, the phrase “past reconsideration” was again applied to the question: “Has Judge Couch ruled on the Anderson County Council motion to reconsider in the Preston case?” The source in Couch’s office also said a timetable on a formal announcement and discussion of an other matters has not been set..  

In May, Couch ruled against the county on all counts. The lawsuits sought to force Preston to return the $1.1 million severance package was awarded, as outlined in his contract, in November of 2008.  Since that time the county has spent close to $3 million dollars on the case, even though a two-year investigation by a state grand jury found no evidence of illegal activity in the Preston case.

At the same meeting in which Anderson Council Council filed the motion for reconsideration, council also unanimously approved second motion by Councilman Tommy Dunn giving Anderson County Attorney Mike Pitts authority to meet with respective legal counsel to consider settlement issues with Preston. 

It remains unclear if council is prepared to attempt a final settlement or seek additional legal action against Preston.

S.C. Growing Player in International Business

South Carolina has become headquarters to hundreds of the world’s largest companies, fueling billions in investments and hopes that the Palmetto State will continue to grow its position in the global economy.

Now, new data points to signs of growth: A U.S. Department of Commerce report released in March shows that the state’s 2012 exports totaled nearly $25.3 billion in goods sold to 197 countries around the world, a 2.23 percent increase over 2011. South Carolina is currently ranked the 12th fastest growing economy in the nation, tying with North Carolina as the fastest growing state on the East Coast. And it ranks fourth nationwide for the percentage of employment in U.S. affiliates of foreign companies at seven percent and 104,300 employees. 

All of this reads very optimistically for state officials, who hope to retain and attract business abroad to admit new markets in developing countries and renewed interest in American-made products. 

“We see FDI (Foreign Direct Investment) as new money in South Carolina’s economy – new money to come in and build growth in the state and the country,” says state Secretary of Commerce Bobby Hitt. “Until two decades ago, South Carolina was known primarily as a textile state. Today, it has garnered a global reputation as a leader in aerospace and auto manufacturing. It’s leading the nation in advanced manufacturing, having evolved from being ‘the little engine that tried’ to being ‘the little engine that could.’”

The state’s manufacturing sector, which took a hit during the recession, has come back strong and is leading the way in growing South Carolina’s international business presence, according to Otis Rawl, president and CEO of the S.C. Chamber of Commerce. 

“South Carolina has certainly positioned itself as a global leader, particularly in manufacturing,” Otis says. “In fact, Site Selection magazine recently ranked the state as the 10th most competitive. We ranked first in tire exports, holding 30 percent of the share of U.S. made exported tires.”

South Carolina’s manufacturing base continues to grow, too. Since January 2011, more than 200 manufacturing firms have committed to invest $7.4 billion in the state.
