The 3rd Annual Upstate Shield Training Exercise is scheduled for today in Pendleton. It's an annual event for law enforcement agencies from the area. Organizers say the exercise known as "Upstate Shield" is intended to give agencies an opportunity to share ideas, learn new skills and establish working relationships.
